Brig. Gen. Klaus O. Schafer, USAF, (Ret.)
Senior Advisor
Brig. Gen. Klaus O. Schafer joins mCapitol Management as a Senior Advisor, bringing extensive military and medical expertise
to our federal government relations practice. In addition to his role with mCapitol Management, Brig. Gen. Schafer is a
Co-Founder and the CEO of Tessarae, Inc., a company at the forefront of utilizing the human genome in disease and
biological detection.
Brig. Gen. Schafer previously served as Deputy Assistant to the Secretary of Defense for Chemical and Biological Defense, where
he managed and provided oversight of the $2.1 billion DoD program. He was responsible for bringing an emphasis on biology
along with chemical threats, detection, and emphasis on the importance of standardized education to first responders
in their approach to responding to various CBD threats.
Brig. Gen. Schafer began his military career in 1972, as a graduate of the Air Force Academy. He earned his MD degree at the
University of Iowa in 1977 under Air Force sponsorship. He earned his Master of Public Health at the University of Texas
Health Science Center in San Antonio, TX. His specialties include family practice, aerospace medicine and medical management.
He was awarded a Masters Degree in National Resource Strategy from the Industrial College of the Armed Forces in 1994. His
medical career has covered all aspects of healthcare from clinical practice to managing numerous clinics and hospitals, regional
and international healthcare systems. He eventually oversaw the entire gamut of Air Force medical R&D and medical readiness
as the Assistant Surgeon General.
Brig. Gen. Schafer played a key role in assisting the Air Force in modernizing air transportable equipment sets, new laboratories
and establishing new techniques for identifying biological threats. He retired from the U.S. Air Force in 2002. He continued
to provide support to DoD after retirement by supporting the Defense Threat Reduction Agency in the capacity of Public Health
Advisor. For two years, he served as Senior Vice President for Business Development of Compressus Inc. hroughout his 30-year
military career, Brig. Gen. Schafer received numerous military awards and decorations.
Brig. Gen. Schafer has sat on numerous boards and commissions, including the Weapons of Mass Destruction Biomedical
Countermeasures Committee, the Defense Science & Technical Advisory Group, Department of Defense Health Affairs
Informatics Proponent Committee, the Defense Science Board’s Senior Advisory Panel and many more.
Brig. Gen. Schafer is a well-published writer and lecturer in both military and medical literature and has held positions as Adjunct
Professor at the University of North Carolina, School of Public Health and Associate Professor at Johns Hopkins School of Public
Health.
Bill Gates showcased Brig. Gen. Schafer’s innovations within the U.S. military for medical and biological surveillance in “Business
At the Speed of Thought.” Dr. Schafer also received Vice President Al Gore’s Hammer Award for innovations in medical records.
