Philip J. Maggi
Vice President
Philip J. Maggi joins mCapitol Management as a Vice President. His experiences on Capitol Hill and in the private sector
provide him with the knowledge and skills necessary to promote his clients’ interests while driving sound and reasoned
public policy.
Since coming to Washington in 1997, Mr. Maggi has built a strong reputation as a lawyer and business advisor, helping
his clients develop and implement effective government relations strategies. Most recently, Mr. Maggi has represented a
diverse portfolio of clients in the media, technology and telecommunications sectors.
Mr. Maggi started his Washington career as Counsel to Congresswoman Nancy Johnson (R-CT), a senior member of the
Ways & Means Committee. There, he focused on drafting tax policies that encouraged U.S. investments in research and
manufacturing. He also played a key role in Congresswoman Johnson’s efforts on the Republican Main Street Partnership,
for which she co-authored an issue brief describing the impact of technology issues before the 107th Congress.
Also on the Hill, Mr. Maggi served as Counsel to Senator Olympia Snowe (R-ME), advising on her work as a member of
the Senate Commerce Committee. In that capacity, he spearheaded a variety of technology and telecommunications initiatives
before the Administration, Congress, and the Federal Communications Commission, including reform of the
Universal Service Fund, deployment of high-speed Internet to rural America and reexamination of the rules governing
media-ownership in America.
In addition to his Hill experience, Mr. Maggi served as Technology Policy Counsel for Infotech Strategies, Inc., a technology
consulting firm. In that role, he provided policy analysis to some of the foremost global technology companies including
IBM, Hewlett-Packard, Dell Computer and Unisys, tackling Internet privacy, spectrum allocation and the development of
new export controls for high-performance computers and related technologies.
Mr. Maggi holds a J.D. from the John Marshall Law School in Chicago and is licensed to practice law in New York and
the District of Columbia. He also earned a Master of Arts in Political Communication from Emerson College and an
undergraduate degree from Northeastern University. He is a member of the Federal Communications Bar Association.
