mCapitol Management was retained by the Government of Puerto
Rico to develop and implement a comprehensive voter registration, education
and activation program. Data indicated that voter registration nationwide
declined, while registration in pre-determined communities actually increased.
Additionally, while voter turnout across the country was up slightly,
in targeted neighborhoods turnout was up dramatically. mCapitol Management
developed a methodology for targeting of voter registration communities,
a plan for voter registration and data capture, a strategy for an education/turnout
program. Finally, year-end program analysis was established to refine
the program for future election cycles.
